Yuletide: LASWA, NIWA Launch Expanded Safety, Security Operations Across Lagos Waterways

As thousands of residents and visitors turn to water transportation for holiday travel, the Lagos State Waterways Authority (LASWA) and the National Inland Waterways Authority (NIWA) have unveiled a reinforced, joint safety and security campaign designed to provide safer, more efficient, and better-coordinated passenger movements throughout the festive period.
With December traditionally marking a surge in waterway activities, the collaboration brings together the regulatory strength, enforcement capacity, and operational expertise of both agencies. The partnership aims to reduce risks, prevent accidents, maintain order, and ensure smooth navigation across all major inland waterways in Lagos.
“Safety on our waterways is not negotiable,” emphasised ,
the Special Adviser to the Governor on the Blue Economy.
“Our enhanced partnership with NIWA boosts our collective readiness, strengthening our joint patrols, aligning compliance checks, and deepening cooperation with security agencies, vessel operators, and communities to guarantee a peaceful and secure festive season for every waterway user.”
Pillars of the Expanded LASWA–NIWA Festive Waterway Security Strategy
1. Intensified Joint Patrol Operations
LASWA, NIWA, the Marine Police, and community safety volunteers will conduct synchronised patrols along priority waterways, terminals, and high-traffic corridors, particularly during peak travel hours and nighttime operations.
2. Unified Safety Compliance and Vessel Oversight
Comprehensive pre-festive and continuous inspections on all commercial passenger vessels.
Random, on-the-spot regulatory checks to enforce licensing requirements, safety equipment standards, and proper operational procedures.
3. Heightened Weather & Water Condition Surveillance
Real-time monitoring systems will issue timely advisories, ensure route adjustments when necessary, and alert operators to evolving navigation risks.
4. Strict Enforcement of Zero-Alcohol Boarding
Passengers and crew exhibiting signs of intoxication will be refused boarding to eliminate avoidable risks and safeguard everyone on board.
What Passengers Must Do
Always wear life jackets correctly and keep them fastened throughout the journey.
Follow crew and regulatory safety instructions at all times.
Avoid boarding vessels that appear overloaded or unsafe.
Keep a close watch on children and promptly report suspicious or unsafe behaviour.
Mandatory Operator Responsibilities
Ensure all operational licenses are valid and manifests are accurately completed before departure.
Keep safety equipment updated, functional, and accessible.
Clearly display emergency contacts within the vessel.
Maintain trained, certified crew members and strictly adhere to capacity limits.
Reporting an Incident or Emergency
Travellers and operators can report safety concerns to:
The nearest LASWA or NIWA personnel stationed at jetties and terminals, or the emergency hotline numbers displayed across official water transport facilities.
This season is for celebration, and we can only ensure a joyful travel experience when everyone — regulators, operators, and passengers play their part,” added the Area Manager, NIWA Lagos Area Office.
“Our joint efforts will guarantee safe navigation, responsible operations, and full compliance across the waterways.”
